Because he wanted to. Everything in life is just a test. God created lots of wonder full things and some annoyances to see how we react. Cockroaches and mosquito's are just a couple of those annoyances. God created animals (some are loved by humans and some are abused by humans)

Now, when you take those little critters in which is so annoying and nasty, isn't it true that a percentage of humans are far much annoying and nasty. God created us humans as the dominate specie. Therefore cockroaches, mosquito's etc.. cannot help what they do. Us humans can. God gave humans a choice in their actions and way of life. Do you understand what I'm trying to say? If not than read this again. It's hard to explain. I hope that I was some kind of help.

I'm not sure what all mosquitoes do other than torment us. It took me a while, but it reminds me of something else that I came across that's similar to this. Flies annoy people A LOT too. But then I realized that their rightful place in the world is to rid it of dead and rotting flesh. Otherwise, it would take the bacteria and whatnot a lot longer, and the world would be a lot more trashed up. But I'm not entirely sure what mosquitoes do, but there probably is some sort of purpose other than "bugging" us.

He was just letting His imagination work wonders. Let us have a vermin with wings who cannot fly much so there came a cockroach,let the vermin fly and become small so it became a mosquito. And so on finally He got tired of it all and then made a fools-top, so there came a man!!!!

It's hard to say, but He must have had a reason for creating what we would consider such lowly creatures. Perhaps they contribute something to this world that we haven't yet discovered, or that we don't even know about.
