After public teaching, Jesus and his twelve apostles withdraw from the crowds and Peter asks him what reward they would have. Jesus assures him that they would sit on twelve thrones judging the twelve tribes of Israel when he comes back.

Matthew 19:27-28 ESV

''Then Peter said in reply, “See, we have left everything and followed you. What then will we have?” Jesus said to them, “Truly, I say to you,
in the new world, when the Son of Man will sit on his glorious throne, you
who have followed me will also sit on twelve thrones, judging the twelve tribes of Israel.''

Judas was replaced and it was sanctioned by God, thus having the twelve apostles.

Acts 1:24-26

24 And they prayed and said, “You, Lord, who know the hearts of all, show which one of these two you have chosen 25 to take the place in this ministry and apostleship from which Judas turned aside to go to his own place.” 26 And they cast lots for them, and the lot fell on Matthias, and he was numbered with the eleven apostles.

Just commenting on the answers here. So Jesus, god incarnate, was mistaken? He claimed to have a direct feed to daddy upstairs. You'd think pop might have mentioned something about a traitor in the midst. It's all so ridiculous. An object lesson on what happens to snitches? Mmmmkay.

Judas wasn't following Jesus, he was just hanging around hoping for an advantage when Jesus "set up the kingdom on Earth"

The 12th apostle is Paul/Saul of Tarsis.

I think you might have misunderstood the meaning of this part of his statement, "you who have followed me". In other words, I'm saying that he didn't mean physically following him. He meant followed his teachings. Judas Iscariot wasn't following his teachings.

Judas stole from them and betrayed Jesus. That's not exactly "following" Jesus, now is it.
