According to Jesus, we can all bind things on earth and Heaven not just Peter. So what does this binding mean?

If he hears you, you have gained your brother. 16 But if he will not hear, take with you one or two more, that ‘by the mouth of two or three witnesses every word may be established.’[b] 17 And if he refuses to hear them, tell it to the church. But if he refuses even to hear the church, let him be to you like a heathen and a tax collector.
18 “Assuredly,I SAY TO YOU, WHATEVER you BIND on earth will be bound in heaven, and WHATEVER you LOOSE on earth will be loosed in heaven.

You pray to bind the evil spirits. Bind is just that, if you are bound, you can't get away. Bind spirits in the name of Jesus and they will be bound in heaven. If you loose someone they will be loosed in heaven. IF you do it in obedience to God. Remember that we wrestle not with flesh and blood but with principalities and powers or the air {spirits}.....

Bind means to hold onto, control, or restrain.

Jesus said that if you need to confront another brother about a certain issue, to confront him alone in a loving manner and if that does not work, you should gather another witness to resolve it.

The the case of the person not forgiving you it is not the person that you confessed your fault to but the spirit that was working in him. Thats why you have to bind the spirit so that it will no longer have control over that person.

A wife is said to be "bound" to her husband, Rom_7:2; 1Co_7:39; and the husband to the wife, 1Co_7:27. The Lord's words to the Apostle Peter in Mat_16:19, as to "binding," and to all the disciples in Mat_18:18, signify, in the former case, that the Apostle, by his ministry of the Word of Life, would keep unbelievers outside the kingdom of God, and admit those who believed. So with regard to Mat_18:18, including the exercise of disciplinary measures in the sphere of the local church; the application of the Rabbinical sense of forbidding is questionable.
