The days of creation as described in Genesis are written from the earth's perspective . Obviously the laws of physics were present before then.

Ah yes, the first law. I would think that the energy/matter law was always in existence. It did not have to be created, it just is. It is just like gravity did not have to be created or invented, it is just a universal fact.
