first of all, the verse did not mention them as enemy.

Quran 8:61

[61] But if they incline to peace, you also incline to it, and (put your) trust in Allâh. Verily, He is the All-Hearer, the All-Knower.

love your enemies is also in the Quran.

[34] The good deed and the evil deed cannot be equal. if you read before this verse it explains who the enemy is!!

those who attack Muslims are the enemy!!

those who oppress people are the enemy!!

tyranny is the enemy!!



the verse you mentioned is one of many verses that were revealed upon the Prophet (pbuh) when the Muslims were under attack by the pagans of Maccah and other tribes who wanted to destroy Islam!!

it speaks clearly about a combat war.

means when your enemy asks for peace Muslims too should want peace ( seize fire/ stop military offenses )

the verse does not focus on whether the enemy if from the Islamic faith or not, any one who transgresses and oppresses people is the enemy.

Now, to answer ur question 1 by 1 :



1) Enemy are refered to those who waged war on Islam against the Muslims in the Battle of Badr. An army of more than 1000 of trained soldiers well-equipped with weapons, came to attack 313 Muslims, most of whom were civillians (having elders and youngs alike) and having very limited resources of weapons (so less that weapons wasn't even distributed equally among all), and Muslims came out to sacrifice their lives and all for ALLAH (GOD), as Not all were well-trained (among them were civllians) having limited war-resources, and fighting in a ratio of 1:3 against the enemy who were well-equipped and well-trained. Enemies came from Makkah, and were united to fight against Islam & Muslims in Medina. Enemies included idolaters (Mushriks), Hypocrites (Munafiqs), and Jews.



2) ALLAH (GOD) commands us the Principles of War, stating that if any of them inclines towards Peace, then Muslims also should incline towards Peace against Him. And they are NOT to be treated like enemies, then. Surah 9 Verse 6 gives an extension to this rule, stating that in war if any seeks asylum, then u Not only grant it to him, But also take him to a place of security, instead of leaving him in the midst of the battle.



3) Since The Teachings of Prophet Jesus (Peace Be Upon Him) came from The Very Same and Only GOD "ALLAH", so the Teachings are also similar, that if enemy wants Peace, then u also give him Peace, and Muslims Love All Those who wants to Live in Peace, as thats exactly The Message of Islam. Islam is all abt Peace, Love, Harmony and Humanity.

RULES FOR WARS:



Islam lays out very strict rules of combat that insures the proper conduct of Muslim warriors, since Allah knows that Mankind may cause illegitimate and unnecessary damage to those who are at war with them, or their properties. Allah says: "Fight in the ways of Allah those who fight you, but do not transgress limits, for Allah loves not transgressors." (Holy Quran 2:190). The limits for all Muslims to follow in case of war are:



1. If you are attacked you should fight back;

2. If you are expelled from your home, you should fight back;

3. If someone is preparing to attack you, you should prepared;

4. If someone oppressed and tortured asks for your help, then you should help;

5. War is permissible only after exhausting all means to establish a just peaceful solution;

6. Do not destroy property;

7. Do not harm or kill civilians;

8. Do not harm or kill Women, children, old Men and Women, except those who fight you;

9. Do not kill animals;

10. Do not cut down trees or destroy crops;

11. Do not kill injured enemy soldiers;

12. Do not destroy places of worship;

13. Fight only those who fight you;

14. If the enemy ceases their hostilities, you should stop too;

15. Negotiate for peace.



Allah instructs Muslims that if their enemy turn to peace, they should incline to peace too, Allah says in the Holy Quran: "But if the enemy inclines toward peace, do you also incline towards peace and trust in Allah, for He is the One who hears and knows all thing." (Holy Quran 8:61), "If they (Enemy) withdraw from you and fight you not, but instead they send you giantess of peace, then Allah allowed no way for you to fight them." (Holy Quran 4:90).

Instructions like these pave the way for the establishment of a just long peace.

in that verse 8:61 it did not refer to them as enemy. it says "if they came for peace, then go for it" . the verse did not call them enemy in here.
